The United Nations adopted the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families in 1990.  This document was created to ensure that the human rights of migrants are protected, regardless of which country they are in.  It does not establish new rights, but rather works to guarantee equal treatment and protection of migrant workers.

Although the convention was adopted in 1990, it did not enter into force until 2003, after it received the necessary twenty ratifications.
